Minutes of RENHOLD PARISH COUNCIL meeting held on Thursday 18th June 2026 at 7.00pm at Renhold Village Hall, Wilden Road

PLANNING AND DEVELOPMENT – for full Council to agree responses to:

It was noted that information had been shared with all Councillors ahead of the meeting regarding applications and some Councillors had undertaken a site visit to some of the applications.

APPLICATION NO:- 26/00724/MAO Outline application for up to 330 dwellings, open space, drainage, footpath improvements and vehicular access with all matters reserved other than access at Land Off Hookhams Lane – all Councillors invited to join the online meeting arranged with the planning consultant, Parish Council had resolved and Clerk had actioned to engage following the previous meeting. Detailed response being collated on behalf of the Parish Council.

APPLICATION NO:- 26/00927/LDE Use of the building known as Plot D (Red Robin Lodge), Water Lane, Renhold, as a self contained dwelling house (Use Class C3). The application relates to the whole building and associated residential curtilage within the application site edged red on the submitted location plan. The building has been used continuously for residential purposes for a period exceeding four years at Plot D, Water Lane The Council reviewed the application, it was discussed, there were two votes objecting to the application, four abstentions, therefore no quorum for a decision, so no comment to be submitted.

Planning and Development: ratification of submitted comments by Parish Council to East West Rail public consultation

Councillors unanimously agreed to ratify the collated comments submitted to the consultation, resolution passed. Clerk to share Council response on website.

Renhold Neighbourhood Plan to record it has been made (adopted) in Bedford Borough

Communication received from local authority confirming the final stage of process which now means the Plan has been made. Therefore Renhold Neighbourhood Plan is an adopted local planning policy. Councillors confirmed the document would continue to be referenced in Parish Council planning application responses to ensure the local authority apply the Plan policies when reviewing and determining all applications within the parish.

Planning and Development: to consider Applications and agree responses to Applications received after the publication of the agenda if applicable –

APPLICATION NO:- 26/00626/FUL erection of single storey side extensions, erection of front porch and removal of existing chimney at 38 Brickfield Road – the Council reviewed the application, it was unanimously agreed to have no comment to the amended plans, resolution passed.

APPLICATION NO:- 26/01108/FUL erection of an outbuilding for use as a home office/games room at Fairfield 72 Hookhams Lane the Council reviewed the application, it was unanimously agreed to respond to ensure a suitable condition is applied if the Officer approves, to prevent this from being turned into self contained accommodation for potential future use as an AirBnB, and/or this becoming a standalone residential dwelling, resolution passed.

BOROUGH COUNCILLOR REPORT

East West Rail consultation engagement had been the main focus since the last meeting. Noted that bigger bin had been requested at Water End, as well as the poor surface condition outside of the church being followed up.

FINANCE MATTERS TO INCLUDE

Quotations for considerationit was unanimously agreed to allocate up to £200 for the re-siting of the Speed Indicator Device from Wilden Road to be related to the new highways pole in Ravensden Road, resolution passed. Clerk to follow up with Andy Muskett Ltd.

Two defibrillator devices had been installed, Cllr Rayner offered support with contacting Orbit for the siting of the third unit, electrician needed to install this unit. Cllr. Rayner offered to carry out defibrillator unit checks, Clerk to share log in details. Clerk to develop policy document for the units.

Councillors unanimously agreed to approve the above items for payment and the ongoing Three direct debit. Resolution passed.

Internal audit report to received and reviewed – documents provided to internal auditor, awaiting report. It was unanimously agreed if no response received shortly, Council approved appointment of Julie Betts as internal auditor authorising up to £165.00 for this work, Clerk to action if necessary.

To review and consider approval of Annual Return Section 1 and 2 – item to be carried forward.

MINUTES OF THE LAST MEETING

The Council unanimously agreed to sign as a true and accurate record, the Chair signed the minutes from 14th May.

Matters arising were:

  • Payment of accounts issued

  • Planning comments submitted

  • JP communication regarding Jubilee celebrations edit actioned on Parish Council website.

  • Awaiting copies of BFARe minutes to come through, having recently chased with Ward Councillor for Wyboston.

  • To arrange an invite to the local MP for the Cranbourne Gardens development, Cllr. Gribble had sent invite.

  • It was agreed to explore options regarding the tree work at the War Memorial, Cllr. Gribble to follow up with landowner.

  • Understanding the police resources available relating to enforcement of Traffic Regulation Orders as well as commercial weight restrictions in situ in Renhold with suggestion of using volunteer time to support with processing the follow up work generated, as well as offering volunteer time to do this. Appropriate safe access by a volunteer to the police database would be an item that would need clarifying to be followed up.

  • The highways walkround with Borough Council Officer and Borough Councillor Jim Weir Deputy Mayor & Portfolio Holder for Environment, Highways & Transport summary report to be done by Cllr. Gribble to go on the Parish Council website.

  • Additional items raised during the highways walkround were: white markings had been placed in Green End seeking if these were related to forthcoming footway improvement works.

  • Asset management document to be drafted.

  • Further reminder for all Councillors to insert their email signature as previously agreed.

  • Highways Officer in attendance at previous meeting, had followed up overhanging vegetation along St Neots Road, it was noted landowner had been contacted to clear the area. The items raised from the Deputy Mayor visit walkround items, these included items in Green End had not had 30mph painted on the floor, Officer was chased.

  • Clerk had sent communication to local ambulance service regarding the defibrillator matter previously raised, remains unchanged, acknowledgment received, awaiting full response, has been chased. Drafted policy document work now to be actioned.

  • Making the Church End area by the school a red way could also be explored as a further solution. Idling car cards to be followed up by Cllr. Gribble. Noted new Headteacher at school in September, Clerk to make contact and invite to a future meeting as concerns remain around highways safety.

  • Community safety camera, new device waiting to be installed, with regular contact with supplier being maintained. If poor service continues, Parish Council agreed that refund to be requested. Work due to resolve issue contractor had confirmed timescale.

  • Training event now to be arranged with Community Heartbeat now defibrillator units had been delivered.

  • Ward Fund update on silver birch replacement with a different species in Green End to be secured through the Ward Fund, this is with the Borough Council Officer and will include care for two years, awaiting to be planted, no update.

  • Traffic flow through the parish discussed previously with the most recent traffic flow counts to be checked, agreed follow up was to ask local authority for data, Andy Prigmore had been contacted.

  • Sunken section of the road along Ravensden Road remains an issue, Cllr. Gribble has reported.

  • The bridleway at the top of Markham Rise needs to be revisited by the local authority as there are some issues at present. There was a Councillor request for a walkround of Cranbourne Gardens to look at local issues, Cllr. Gribble to follow up.

  • Cllr. Gribble organising a meeting with new Head of Planning for local Parish Councillors, date being arranged is ongoing.

  • The £2.50 a month for a virtual landline option remained being explored.

  • Church End bench quotation considered, Gladson Lowther Seat recycled in brown and black, confirmed as the preference by Councillors. With fixings this was to cost £850.00, unanimously agreed to accept quote, resolution passed. Full quotation to be obtained, for installation and disposal of previous bench from Mr Wallinger. Jubilee plaque to be placed on bench so this can be retained.

  • Councillors annual Code of Conduct declaration to be signed and placed on website.

  • Clerk to check with individual who is not a Councillor if they wish to remain as a Charity Trustee representative on behalf of the Parish Council.

FINANCE MATTERS TO INCLUDE

Internal audit report to received and reviewed – Clerk had shared the report which raised no matters arising, Councillors reviewed the documents from the auditor Michelle Riches and were pleased with the report, no action to be taken.

To review and consider approval of Annual Return Section 1 and 2 for 2025/26 All Councillors had received the full transaction information for the financial year, bank reconciliation, copy of bank statements, completed Annual Return, financial analysis, and asset register also circulated. It was unanimously agreed by all present, resolution made to approve Section 1 and Section 2 of the Annual Return, form to be signed by Chair and Clerk.
